Hi! My name is Sam, and I am starting my own studio for recording acoustic guitar/ mostly clean guitar projects. My question is what monitors should I get. I'm trying not to spend too much money (hopfully less than $300 including an amp if not powered), but would like the best monitors I can get.
I'm also looking for a good place to buy them from.
And lastly, I need a good vocal microphone for an affordable price.
Any help is greatly appreciated.

Sam, check out the local music scene trade rags. Through history there have always been musicians beginning and quitting. On such a low budget, I would recommend finding the right person, giving it up to pay for the new baby, habit, etc. You can get much more from people in a pinch than you can at the retail store.
Honestly, you might be able to get buy with a good set of headphones. Since you probably do not have an acoustically correct room yet, monitors may/may not reveal truth (especially in that price range), and since you have to learn what your monitors and room do to your sound and then how to compensate for it, why not learn with cheaper headphones?

SamTheBassist, I would presume that you've auditioned some basses before purchasing one? I would also imagine that you may have purchased your bass at a place fairly prevalent in New York state known as " Guitar Center"? A perfectly great vocal microphone is the Shure SM58.
What you need to do is to grab a couple of your favorite and highly respected commercials CDs and head-on down there.
