These days most are probably lifted from samples, sample libraries or synthesizer presets.

It's not really my thing style wise, so truthfully I wouldn't know a good sample scratch from a bad sample scratch, but I would think there are probably thousands of different one out there in various sample libraries.

You could probably do a simple google search for turntable scratches/samples/sample libraries and find lots of them, either for sale or maybe even for free.

This effect can be accomplished in software. This effect can be retrieved from a specifically crafted sample libraries. This effect can be obtained by utilizing a DJ controller that allows software RAM scratching with a tactile interface controller resembling a record platter. It has USB 2.0 connectivity and can print or instruct the software to produce said effects. The effect can be locked to MIDI allowing that MIDI sample to be manipulated. And then even this software may be able to synchronize that scratch sample that provide specialized presets in which to do so. There is no one way. Only your way. Whatever way you make it work. many ways indeed, you could go to to a flea matket and by some bargain bin records and player for like 25 bucks. i opted for an entry level stanton direct drive record player/cartrige that ran me about 100 new. it's plays recods nicely and doesnt mess 'em up if i get creative. a normal needle will scratch the the records, hence the name. so it really depends on whether or not your going for an 'effect' or whether you need to do that live.

as a side comment, i was very impressed by the one dj who actually still 'mixed vynal' when i was a sound tech for a nightclub for a few years. most used the usb type system remy mentioned, but it was really cool to experience someone doing that w/ the actual record itself, and no computer involved. keep in mind that for just 'scratching' type sounds, you don't need anything at all expensive, that sound is inherit to the format, so almost any record/player will do, given a little trial and error. if you need to keep your records ok, you'll need a dj centric setup. otherwise, they all make the same noise.

on the software side, i thinks its ableton, but most have it, a time 'warp' or reverse function, a realtime manipulation of a digital sound (time-wise) sometimes called 'scrub', this can accomplish the effect too, possibly requiring some creative routing.

Cool song. If it were me, for this track rather than using an actual scratch sample or a vinyl record, I would use pink noise from my analog synth and use the pitch bend and reverb to taste or find a VSTi with noise. Simple as pie.
