You get what you pay for. If you only have $300 you can't be picky and you can't expect to get a decent quality unit either. Your likely to get much better value for your money getting something used. The Behringer stuff is at the same level of quality of your BR-864.

Save some money-------------look around (E-Bay)---and get a mackie.

I strongly suggest a Mackie

I used Mackie 1402 VLZ (6 mic inputs) will run you about $300 or less.

Shoot for a good VLZ - the touted "improvement" with the VLZ-Pro is marketing spew. I had both, and sold the newer, PRO unit after doing an A/B test.

A VLZ mixer will have RED knobs on the Aux1 and Aux 2 faders.

you can also save some money and check out something like the focusrite octopre ,

Your post made me want to wait to hear the TMP8 over the OctoPre. I guess, in your opionion, it is definitely worth the extra $1,000 USD?

Plan I had was to use around four or five mics for drums (using the OH mics to pickup toms rather than individual close mics).

Try looking on e-bay! They have the best deals. Might I also suggest a Mackie or an older Allen & Heath mixer.
Also try looking at some of your local music stores for used gear.
