I wish to burn CD’s (using Cubase or Wavelab). However, I would like the format to be able to play directly into (for example) a car CD player. Cubase (and Wavelab) only seem to offer the following formats: w64, wav, aif, mp3, ogg, wma (not CDa). Is there any way (using Cuabse or Wavelab) that I can burn into a format for “car stereos” (without an extra step of using another program like nero)?

Have you read the manuals? I'm not sure, but I'd guess that Wavelab, at least, would have some burning capabilities.
A CD basically IS a 16-bit/44.1kHz WAV file. CDA is just a small file that points to the file (song) on the CD...it's not the CD track, itself. (Keep in mind that many newer car CD players can also do WMA or MP3...just in case you like quantity over quality.)
So, if you save tracks to 16/44.1 WAV files, they are CD-ready. If your Cubase or Wavelab does not have CD burning capabilities, then you have to use something that does. It's not much harder using Nero, than it is to compile a CD in an audio program, anyway.
