here's a setup I use at home, mainly for personal acoustic/electric tracks.
samson co1 condensor mic
art v3 studio tube preamp
edirol 2 channel usb interface
compaq desktop, athlon 3200, 1gb ram
Would the preamp pick up noise from the computer (its right next to it), would I benefit from moving this far away? I'm just trying to do anything I can to improve quality. any tips? What's a decent mic to get for new/used $100-200, something real versatile would be nice. Thanks...

What's stopping you from just moving the preamp to see if anything changes. It might make a difference, it might not. You just need to try. As for mics, try to find something from Audio Technica. I doubt you'll find a 4033 for under $200, used. But you could certainly find a new 3035 in your price range.
