Plugin latency question

Hey,
If I'm running a session with a 64 sample buffer, then i instantiate a plugin with a 64 sample latency spec on my live input, does that mean that the latency i experience would be based on 128 samples? Or does the plugin latency get "absorbed" by the session buffer and i would only experience the 64 samples of latency?
Thanks.

Cubase 10 - unusual delay, (not latency) in audio

This one has me foxed. I'm guessing a driver issue, but what do you think?
Cubase 10 - tried and tested interface (a Tascam 1641 on the latest driver - worked perfectly with Cubase Pro 9.5 and below. Latency values are pretty good - never an issue, and they have not changed in the various displays - but sometimes, the audio lags behind the screen by maybe two seconds - fader adjustments take the same time, so there's just a huge lag between when the screen says is happening and actually hearing it.

Audio Latency on Recording with Android (Stagelight, iRig, Samsung)

Hey,
I just cant record my guitar properly with the stagelight app on my android devices with the iRig 2. Whatever i do, the guitar signal always has latency. Because of that, i cant really record with the metronome or with monitoring.
If iam Using Apps like Ampli Tbe, there are no latency problems, its mostly just with Stagelight.
Iam Using a Samsung Galaxy S9 and a Samsung Tab Tablet, both with the most recent Android Software Version.
Hope anybody can help me, its so annoying.

Revisiting latency

I've been having all kinds of issues with timing as I record that I've basically realized are latency issues.
(Using Reaper and an M-Audio Profire 610)
So I measured my latency as follows:
1. Inserted a click source in my DAW
2. Sent that signal through the output of my interface looped back into my input and recorded it
3. I then measured the distance between the click source and my recorded click source (in sample units) and determined what my round trip latency was/is.

Maybe this question has been asked several times. But I want to know how do you guys get the latency to 0 or bypass it? I have tried to lower the buffer nut still get the latency in my daw while monitoring thru the daw.

Low Latency Sound Card (Quality does not matter)

Does anyone have a recommendation for a low latency sound card? I hoped to find a few experts here.
The quality of the sound literally DOES NOT matter, as long as the sound is recognizeable. It's main purpose is professional gaming for a rather old game.
(windows 7 / priorities are latency>price>quality)

I made a big mistake and wiped my hard drive clean where Izotope Iris worked properly because I bought a M.2 drive which I put W10 on but it wouldn't boot up until I removed W10 from my other drives.

USB MIDI latency with comparable keyboard

After getting in touch with Yamaha chat support about my DGX-650 electric piano, which is USB-MIDI connection and unable to connect to an interface, they tell me my keyboard is made to be compatible to my MAC, so there is no driver downloadable for my specific model.
I am also using the logic program, and I now my computer comes pretty set on removing latency, but I do still get it. I am using logic Pro X.
