What exactly is the diffrence between Bulk, Retail, and OEM? I have been looking at Mobos and CPU's and dont know the diffrence. Which is the best choice?

Retail usually be the best.

Bulk and OEM are pretty much the same thing.

When you buy a "retail" mobo (especially ASUS and Intel) you get a board that's been tested a bit more thoroughly before being packed into it's own nice little box, and usually get some additional software goodies, and maybe even some extra hardware (cables, etc). May even come with a longer warranty.

The bulk/oem units get less testing, overall might even have a worse failure/doa rate. They don't get the nice packaging and bundled extras. Sometimes they even have a lesser warranty.

Whether the retail is actually worth the extra few $$$ over the bulk/oem mobo is probably a religious question.
