When you add a vst intrument, it creates 2 tracks, a midi track and a audio track on which the vst sends audio.
Obviously audio effects can't be added on a midi track, but the vst instrument may not be able to receive them either.
Try to render the track (mixdown) to a regular audio track and try to add you effects there..

Have you made sure that you have current drivers?

Have you contacted their tech support?

Everyone I know who uses Cubase says that their service/support is good.

I updated all the drivers of my computer and the problem persists. The ASIO driver I use is ASIO4ALL v2.12, but changing the ASIO driver in Cubase doesn't help to fix it.

I can't tell what you're up to in the second picture, but based on the second picture it looks like you are trying to apply an audio effect to something other than an audio file. Like pcrecord said, make sure you are applying it to the audio channel and not the midi channel. That's a very common mistake I made a lot at first.

Steinberg does have very good customer service, but if there is truly something wrong with your software they might be reluctant to help you since you are using an ancient version of cubase with such a new operating system. However, I think the problem is with the way you are trying to use the software, not with the software itself. Try and find the local helpdesk employee for Spain. I have talked to Linsay, the Canadian help desk guy many times and he has always been very helpful and knowledgeable, although his dog almost always has a barking attack at some point during our conversation and he has to go let it outside. :P

I see, when I record an audio track I can apply it effects using the audio menu. So what I have to do is record the midi track and export it as an mp3. Then I create a new audio track and I apply the effects I want to it. Thank you for your answers, you have helped me a lot!

Yes, you have it, you need audio to apply audio effects.

Mp3 is a compression format with lower quality than .wav files. It is used to post online because its size makes it easyer to download and store on webservers.
You should always export audio with the same resolution as your project files. (mine are 24bit 96khz)
When your are done recording and mixing, you can export to a wave file of 16bit44khz to burn CD or create your mp3 to put online.

I would recommand you give a good read of the manual. Cubase is a very complex software and you will gain a lot on how to use the software but also about DAW workflow in general. If you can't or don't want to read, there is a lot of tutorials on youtube. ;)
