I have a stand alone unit and i am planning to upgrade to computer recording. Ive read that the first step is to figure out which software your going to associate yourself with. Now price is a bit of an issue, but if its nessacary than i can manage. What are your guys' suggestions?. By the way I'm leaning towards PC because i dont own a Mac and havent used one since like 4th grade. Thanks.

If money is an issue, get a used version of Cubase Sx or even vst, they are getting sold for dead cheap now, then upgrade that to version 3.
Make sure the seller is willing to transfer the licence.
Off topic, but i guess this is gonna be the next question :>. Mackie spike is a good cheap/entry level soundcard with line/instrument in/preamp/dsp effects.

and if you do consider by any chance a computer move towards mac then logic express... it delievers the most from all of the "cheap" apps.

If you can get an older version of Acid or Vegas you will be set. They both work very well and are in my opinion the easiest software to use (although CoolEdit pro may have a similar learning curve.)
Sony rewrote the new version of Acid using .NET and added a SQL server component. This new version is absolutely terrible and runs slow. See if you can get Acid version 4 from Ebay if you are looking for something inexpensive.
Other than that a used version of Cubase would also work well but will take you much longer to learn. If money isn't an issue you could consider Samplitude or Nuendo. If you are using a mac, Logic is still great but awful to learn.
