Headphone amp, should be in tracking or control room?

As different vocalist needs different headphone volume/reverb while tracking,
are these parameter can be changed by the vocalist in tracking room by putting some gears(like headphone amp, mixer...) in it?
Or these should be controlled by the engineer in control room?

If by the vocalist,
what equipment should I need to do this purpose?

Queston About Rolls RA62AH Headphone Amp and Tascam US-1641

I am trying to use our Tascam US-1641 with all channels in our church for multi-track recording. I have a Rolls RA62Ah headphone preamp mixer that I am thinking of trying to use to where I can adjust the gain coming into the 1/4" inputs on the back of the US-1641. Can I use this as long as I use stereo cables? And would this be possible to use without damage to the unit?

Yeah, I know this has been discussed before, but it hasn't helped me make up my mind. This has been at the bottom of my list. I have a Behringer unit that I paid about $30 for. Of course, it has more features than anything under $1000 but sounds bad. Still. it's not in the signal chain so I put off upgrading.
