With most software, if you have an "FFT" function/type equalizer, create a sharp narrow bandwidth filter. You will make a sharp cut off at 300 hertz and a sharp cut off at 3000 Hertz. That's frequency response for American telephone systems.
Frequently, many consoles of the analog type can also reproduce this telephone like effect. High pass/low-cut filters set to 250 hertz. Low pass/high cut, set to 3.5kHz. And if you need that asked the Dixie cup sound, to get a nice boost at 1.5kHz.
What I thought was totally cool was a friend of mine has a little toy megaphone called a SPECO I think? It sounds awesome on microphone and has just that right amount of distortion, like 20% with included dynamic range limiting, by overload.
You might even want to take that pair of toy walkie-talkies your parents gave you last year?

Prosoniq makes a free plug called NorthPole for PC or Mac. I use it to get that sound. It's got everything you need plus some delay with feedback should you need it. It also has gain, reso, and cutoff controls. As far as plugs go, that's my favorite for that sound.

You could always run your vocals or mix through a small radio or pig amp, and mic that to a new track.
And yeah, there probably is a plugin that will give a similar effect. I don't have specifics at the moment, but I'm sure someone here will chime in.
