Is there any program that allows time syncing of two sound files?
For example, two people have sung vocals but the timing is a little off and when you put them on top of each other, they are out of sync. Is there any program that can match the sounds together?

I don't know of a stand alone application to do this.
another option is to cut the vocal up and manually align with the first vocal ... of both
plugs like Vocal Align can do this automatically
