I realize this could go in the VST but people never check anything there so I was wondering if anyone had a rec on a Glockenspiel VST, I'll buy it if I have to, I need a good tinkly tone for a track I'm working on.

All of the major orchestral VSTs have a glock along with other chimey sounds such as celeste, bells, etc. GPO is cheap for an orch lib and has all of those things. So does the included library with Kontakt 4 (full sampler version) EWQL and many more probably. I've got about three of them myself from the above mentioned libs.

As far as sounds go Glockenspiel has to be one of the most common sound samples....standard GM synths have versions.
I think the most tinkly funky tone I have for Glockenspiel would be an old Casio and Roland S-50 samples...lots of choices out there...don't know if your looking for a real true one or synthetic??
Native Instruments Kontackt, Komplete have several varieties...problem is it those would be pricey if all you want is that one sound.
Have you looked at some of the free plugin synths online?
Maybe pick up a real one?
