Depending on budget and desired coverage (in terms of distance and/or number of audience members) , these are some of the more common speakers you might see in use at theme parks, water parks, stadiums, race tracks, or outdoor political crap-taculars.

Depending on your application (music or speech), read the specs carefully for low-end response - and be sure you know whether the model you're looking at is available in normal low-impedance models and/or 70v (or similar) constant voltage models. Many are switchable, or allow you to bypass the transformer for normal 8-ohm use.

Good ones are usually pricey, and anything really cheap is almost always going to have the classic squawking hi-midrange like the bullhorn drivers at a high-school football game. Those project well, but are barely adequate for spoken word and are completely incapable of anything musical.

great suggestions. i have looked into those JBLs you mentioned and found a few that i like. the other ones i didn't see you suggest were the EV speakers. their SX300PI is supposed to fit my criteria. i like those because they can pole mount. i am not a dealer for Anchor Audio, so i'm probably just going to write those off. the community speakers look interesting.

I couldn't find much about pricing on ANY of these speakers though. looks like i have lots of calls to make.

any suggestions for a rugged power amp too? i live in buffalo and the amp would be subjected to single-digit temperatures during the winter. it would be in a sheltered environment, but not a heated environment. my gut says to stay away from the newer digital power amps (xti series, new xls series, etc) and instead opt for a chunk of iron. qsc's RMX maybe? crown micro tech? any other suggestions? thanks,

Definitely check out Technomad. I have never seen or heard a better outdoor speaker, and I've worked on a number of cruise/casino ships in my life. Their gear is the best-sounding bullet-proof stuff out there.
