Adding effects when recording or mastering

I've been told there are two philosophies.

1. Add effects when recording a track, leaving minimal work for mastering ie. get it right on the way in.

2. Record dry and do all the effect selection when mastering.

I expect it depends on what works for each individual, and the complexity of the piece.

Controllers for Pro Tools?

I am currently using a mac with Pro Tools LE 5.1. I have become increasingly annoyed with mixing via the mouse. I was looking at the Tascam 428 controller and it seems to be a pretty decent board (24bit with 8 channels and multiple banks). I was wondering if anyone has any experience with controllers and could provide me with a some helpful suggestions.

Software versus Hardware

I'm wondering how the software plugs stack up against the hardware. I'm fairly new to recording and I just want some sense of how close the software is to the real thing. eg..if the ultimate hardware reverb is 100 in terms of sound quality, would the software equivalent be 70,80,90? This is simply to give me a sense of perspective as I assemble my computer based home studio.
