Why can't I pan when monitoring in Cubase?

I would like to pan monitoring in the headphones while I am tracking, but there appears to be no way to do this. I can pan once the track is down, but not during tracking. I have tried fiddling with all of the settings I can think of.

Is there no way to pan the signal while tracking in Cubase?

Monitoring with effects

I must be thick, because it seems to me like this should be easy to do, and yet I can't wrap my head around how to do it. Here's the issue. I record (and occasionally record live shows) using a Mackie Onyx 1640. I use the aux sends for separate (headphone) monitor mixes for several musicians (5). When tracking, the vocalists tell me they'd prefer to hear themselves with a little reverb.

Need help with metronome/monitoring situation

A friend of mine has need for a metronome to practice by and he needs a way to hear the metronome as well as what he is doing, which will be either electric or acoustic guitar. He doesn't have DAW capability and his budget is 'as cheap can be'. I suggested he use something with headphones but then he said he wouldn't be able to hear the acoustic guitar.

What are some options?
