Playing back recordings with Nuendo: Volume question

When I'm adding plugins and previewing, the volume plays at a normal level, but when I go to the main screen, the volume is really low, and I have to keep the left mouse button pressed down to get it to play back loud enough to hear.
I want to playback while recording another track over top. Can anyone tell me what I'm doing wrong? :?

Logic or Nuendo or Sonar or Pro Tools LE

Here's a discussion I would love to see. Say you have $4000 to buy the software and A/D/D/A interface for a new DAW you are building, you want it to be as professional as possible, perhaps even a level above project studio.

So obviously you can't afford Pro Tools HD, only LE. I would really like to know two things,
