Its that effect where the voice seems to be manipulated to play a certain melody, its used a lot in techno music, especially psy-trance and goa, the most popular example I can think of is the song "Im Blue" (Da ba dee da ba dye... etc), the voice also gets a more robotic feel to it.

My first guess was a vocoder, but in my limited experience with vocoders, it seems that vocoders have too mellow a sound to them. If it is a vocoder, could I get a basic tutorial/setting on how to make it sound more sharp?

The vocoder should also not be confused with the Antares Auto-Tune Pitch Correcting Plug-In, which can also be used to achieve a robotic-sounding vocal effect by quantizing (removing smooth changes in) voice pitch or by adding pitch changes. This has been employed in recent years by artists such as Daft Punk (who also use vocoders and talk boxes), Cher, T-Pain, and the Italian dance/pop group Eiffel 65.
