If you're trying to soundproof a room, it's going to take *at least* another layer or two of drywall and the entire wall being completely covered in 703 to make a decent dent in transmission. A couple sheets of 703 on the walls isn't going to cut it at all.

my walls are covered with queen size bed foam from wal mart.... if you use a utility knife u can make it look pretty nice and it does quite a bit for the sound if u get alot of it

If you are "at the start", nothing done to the room, yet, I have a thought or two.

First. Sound "proofing" or sound "deadening" or "room treatment"? All different - but can be "related", if all are needed/desired.

Sound proofing is keeping sounds from the outside out and sounds on the inside in - v-e-r-y difficult - like you'd need an expert or to do a-l-o-t of reading to have a chance of getting it right.

Sound deadening or room treatment, trying to keep reflections down, for instance, is "easier" - or is it? Just throwing some stuff on the walls can help, but, what is it you're helping? Do you know? What is it you will not be helping? Here too, if at all possible, an expert should be consulted. The very shape of the room(Which might be changed "easily", NOW.) can make a tremendous difference with nothing "on the walls" at all! So, I suggest you DO NOTHING until you investigate further.

In my opinion, if you want to do it right, from the start, this time, find an accoustician/studio designer to help. It does not have to cost a million bucks(Particularly if YOU do the work), but getting help in the design stage, right at the start can be a HUGE step in making your room sound like a million bucks......

Your recording space SHOULD BE the most carefully considered part of your studio. EVERYTHING ELSE depends on how your room "sounds". The best gear in a "bad" room will be a total waste. You've got the chance, do it right.

uhhh.... how did you build the first one?
Were you happy with it?
If you were not happy with, what do you think you would or should do different?
What problems did you have with the 1st studio?
Are you cutting live drums and loud gtrs?
or Orchestra's?
or just midi work and Vocals?

If it's mostly midi work, you can most likely get away with a couple layers of 5/8" drywall.(it's amazing how much extra mass you get with just that 1/8" more than the standard 1/2" stuff) If you can get another insulated stud wall between them, that's better.

Interior acoustics - IF you're doing simple songwriting demos, then bedfoam from wallmart might be all you need, otherwise consult a professional.
