Mixing: Levels?

On a really basic level, I'm grappling with the
dynamic differences between foreground tracks and
background tracks. Looking at today's releases, it
seems as though background elements are way up in
volume. So you have a vocal track that finishes
it's phrase and then immediately the following
non-vocal section is also way up there in volume.

what do I need?

To all you mastering guys out there: I'm thinking about putting together a mastering setup. I know what I want in the way of analog gear, but what are my options other than Sonic, or Sadie, for a good sounding, resonably priced DAW? If I go for a system that doesn't run with it's own hardware, other than a bitchin' computer and some great coverters, what is the best sounding interface card?

I do a lot of tinkering with midi files.I want to make some good pad sounds that blend together in a smooth type of effect Im mainly trying to get horns and violins to work together.Anyone have any tips on using Pro Tools free to help me get better pad sounds.Also Im not to familiar with the many plugins in Pro Tools...compressors,eq,etc.Im a novice so please keep it simple I would deeply app
