Best Audio Interface for PC Laptop users?

Hey,
So I've got this PreSonus Firebox that I've been using from a few years now on my desktop just fine. But since it is powered by 6 pin firewire, it cannot be used on my HP Laptop (I've tried express cards but they do not work). I'm looking to buy a new interface (Firebox isn't working anymore), but I'm wondering. which one is best for PC Laptop users?

phantom mixer

with the Lexicon alpha soundcard i got for my laptop (dell latitude 600) recording, i have 2 options on powering my microphone, i can use the regular phantom power adapter, or the Behringerxenyx802 mixer with phantom power build in...should i use the adapter seeing as it has no levels to adjust, or should i use the Behringer to power the mic, where i would have to adjust its levels accordingly

Help getting rid of AC noise

I'm temporarily renting an older house and the room I'm mixing in has horrible AC noise on every outlet. Would a Furman or Monster power conditioner reduce or hopefully remove the nasty line noise and power dips? I'm open to any and all suggestions that don't involve getting into the walls since I don't own the place.

kick drum issues

I am having a hard time getting a good punchy, yet bassy tone out of my kick drum. when i do double bass rolls i want to be able to hear it and feel it which leads me to my next issue

the kick seems to be getting lost in the mix. not sure if these issues coincide one another but i would really appreciate and info you can provide me to fixing this

Recording from the line out to line in...noisy!

I am trying to narrow down the problem...

I have tried switching power jacks and turning off my monitor (which helped reduced guitar noise) but it didn't reduce this background line in noise.

Is it simply because my sound card is weak? I have a built in sound max ac97' standard sound card.
